The aim of the course is to provide participants with: • a comprehensive peacebuilding approach as basis for their engagement in peacebuilding activities, • skills regarding the planning, implementing, and assessing of major peacebuilding tasks, • strategies for collaboration with other stakeholders from the various segments of the peacebuilding arena.

Methodology

The methodology of the course aims at communicating the content taught in the modules in such a way that participants can later adapt and apply it in their daily work or in a new setting. Therefore, the methodology of the training is based on adult learning principles which allow the transfer of knowledge not only cognitively but also experientially.

Course participants coming from different fields will be encouraged to contribute with their specific experience to the content of the course, to the discussions and working groups. They should also actively share their experiences and their respective professional and practical insights with other course participants throughout the course.

Reading materials will be sent to the participants prior to the course in order to support the creation of common basic knowledge among participants. Moreover participants are asked to complete several IDL (internet-based distance learning) modules offered by the ESDC. The successful completion of the online modules during the preparation phase is a prerequisite to obtaining a course certificate after the residential part.

Target Group

Civilian, police and military experts from governments, civil society, the private sector, international institutions and agencies as well as international non-governmental organizations who are engaged in security (sub-) sector reform, post-conflict reconstruction and development cooperation are invited to participate in this course.

The course is offered under the umbrella of the Academic Programme of the European Security and Defence College (ESDC).

Participants should have expertise in their respective areas of professional competence related to peacebuilding. Civilian candidates who are already involved or plan to be involved in planning, implementing, or assessing peacebuilding activities, either from their home base in governmental or non-governmental organisations or in a leading position in the field, are especially encouraged to apply as are police and military experts involved in the planning and implementation of safety and security related tasks in the context of peacebuilding.

Since English will be the working language of the course, participants must have a good command of English to be able to engage in discussions and fully benefit from the training. Candidates are expected to have ongoing access to a well working internet connection in order to successfully participate to the mandatory pre-course learning programme as well as complete several other learning requirements during and after the course.

Participants who wish to arrive late or depart early cannot be accepted. The intense format of the programme does not allow for any additional commitments during the course.

The Course is organised jointly by the Austrian Study Centre for Peace and Conflict Resolution (ASPR) with Support from the Austrian Ministry of Defence and Sports. It is furthermore conducted in Partnership with the Geneva Centre for Security Policy (GCSP) and follows the Curriculum of the European Security and Defence College (ESDC) which ensures the Course certification. Succesful gratuates will receive ESDC Diplomas at the end of the Course.

Registration deadline: 03 Apr 2017
Starting date: 22 Apr 2017
Ending date: 04 May 2017

The programme of this training course is composed of highly relevant theoretical input and practical exercises tailored to the realities in the field.

Aim and content: All modules enhance interpersonal skills, stress the importance of active involvement in the host society, and promote a reflective and critical approach. In addition, the IPT Core Course provides an overall picture of the different specific functional tasks needed in a mission and how they are interrelated. Especially for more junior participants the course presents an opportunity to reflect on their own mission readiness and motivation. As part of the course participants will:

  • Train in how to behave in complex risk situations: four-wheel drive training, mine awareness, and field orientation
  • Understand the different types of third party intervention and gain tools necessary for third party interventions
  • Get an overview of key international human rights law and humanitarian law standards
  • Get familiar with the different actors in the field and ways of cooperation with IOs, NGOs, CivPol and military actors

To ensure a varied learning experience we use different modern training methodologies. ASPR's IPT Core Course was awarded the C³MC-label by Europe's New Training Initiative for Civilian Crisis Management (ENTRi). This certificate is awarded only to courses that meet established standards and criteria for training civilian personnel who are to be deployed to crisis management missions.
